I have finally resolved the problem, the oil had caused the rubber in the pipes to swell restricting the flow to a few drops a second. Replacing the pipes has resolved the problem.

True the oil was at room temp, but I still expected a constant trickle rather than drops.

Having cleaned out the oil tank and the oil lines and filled the tank I find that the oil flow at the pump end of the oil line is only about 2 drips a second. Thanks for the confirmation. So if that is vented to the outside world and the FERC is oiled from the primary chain case to what is the 4th pipe from the oil tank connected. The other three being the two connections to the oil pump and the feed to the rockers.
