How much oil you usedepends on the quality of the oil. Modern oils are very, very much better than those available when the Leader/Arrow manuals were written.

I use fully-synthetic racing two-stroke oil, at 50:1, but not for racing, only road use. No smoke, no problem.

I believe that it is only chroming for decorative purposes that is at risk. One of the chemicals used to neutralize the noxious fumes emitted by the process will be banned, but there are alternatives. This may be a storm in a teacup.

Tim, I wonder if your problem finding the timing hole is because your rod/dowel/nail or whatever is too big, and will not drop into the hole in the flywheel. I bought a 9/64" drill for the purpose, and used the non-business end in the timing hole. With a voltmeter connected to the contact break...

A. Why not carry a spare motorcycle battery?

Les, Pazon do an ignition kit for the Leader/Arrow, and they also do a kit including 12 volt regulator, with conversion instructions, including using your existing coils.
