The compression test of 50 psi sounds all right. If it was running all right before you refurbished the engine then the same guides should not be causing a problem now. Regarding the carb - have you checked that the float is not leaking, and too much petrol is getting through preventing it from star...

The fibre inserts are to dampen any ‘ringing’ noises when the coupling gears are running. Apparently if you don’t put these inserts on, or you incorrectly fit them (loose or glued, not riveted) the gears can resonate and make a noise. Here is a screenshot of said bike on their website, what is that patch over the end of the front crankshaft? There should be a cap there, but it looks like a piece of plastic?

Have you tried an ultrasonic bath? I don’t know if it would work, but maybe worth a try.
