On a pre-monoblocfloat chamber it pinches the threads and stops the float chamber lid from vibrating off.

I've lost one lid because I left it off ....so it does work

I would say that your first picture above, shows the brake arm aligned pretty much where mine are with the brake rod holding them where they want to be in use (just about to engage the shoes). I remembered I had the remains of another - so I turned the workshop upside down and found the spare with the damaged case (but good gears) and that was also CCW out :D :x .
