If you use a bigger innertube, it might crease inside the tyre. But why should it not be possible to use a slightly smaller tube? After all is it rubber and should be able to stretch a little, unless if you use one of the cheap ones which are "holy" already when new.

Are you sure that metal loaded filler is a good idea? One of the purposes of the cap is to insulate electrically. Fibre loaded might be better.

The brakeplate looks like a WNG part. If the drum is 6½" diameter, it is a WNG part, and they had 36 spokes. If you measure the lenght of the front fork from the middle of the wheelspindle to the middle of the lower link spindle to be 450 mm, then the fork is also from a WNG. Normal Ariel forks...
