Looks like it. Twistgrips are not listed in the parts books until 1939 (same with Amal carb and Lucas electrical parts) so they must have been dealt with in Amal/Lucas parts lists prior to that

Club single spares sell a metric and an imperial purifier 'bolt'. I think the metric one is 10mm

The part number for the clamp on throttle first appears in the 1939 parts lists (listed as twist grip quick action) has a '-39' suffix (6430-39) so I think that is when it came in. It is listed as 7/8 inch so would match up with the 1" to 7/8 inch tapered bars and the parts number for those bar...

This may help, apparently your symptoms could be a blocked pilot jet which needs the jet block removing to clean out.

What was it fitted to?
Have you thought of cutting the filter element out and washing it through/ soaking it in some clean paraffin or petrol to see how much muck it has actually caught?
