I have seen this bike at Stafford spring sale in 2017, it was a mess with a clearly fabricated framenumber. Adrie is right, it is a 34/35 model.
That makes the oil tank, toolbox and timing cover correct for those years.
Dave, yes I have seen those other pictures but I cant enlarge them to take a good look.

Later WNG's with no steering damper have a plug in the stem.
