Spanners New Old Stock

I found the NOS spanners part number 6701/54
Can someone in this forum tell me what this spanners has bin used for ?

it look like a brake cam and plate tool or its a tapit tool

6701-54 is listed as Carburettor and tappet adjusting spanner

They are listed in the "Price List of Spare Parts for the 650cc Twin Cylinder Huntmaster" Published January 1954 - Page 32 - A PDF copy is on the owners club web site.

To my knowledge this is the only parts list in which they are shown.

The size and angle of the larger end looks like it would be used to tighten the nuts retaining the head steady to the underside of the cylinder head on a Huntmaster. There is not much clearance in this area, and I have in the past had to use a shortened cranked spanner to tighten these nuts, as there is little clearance as the frame tubes get in the way .
