That is exactly the swing arm pivot system that I have been using for years. I have tried mild steel for the spindle sleeve and have found that the wear rate is acceptable, provided the grease gun is regularly used. I normally use 4140 steel that is heat treated after machining and have yet to see any sign of wear on the spindle sleeve.
It is also possible to use the Norton Commando system of an oil filled cavity and O ring seals
I have considered adapting tapered rollers to the swing arm, and may try that at some time in the future.

There is a crowd in NSW called K-set who sell induction hardened shaft,either 1040 or 4140........soft core for drilling,hard case for wear...........they can also do custom jobs,like just hardening the wear area.....I would not use roller bearings due to brinnelling of the races......plain bearings and moly grease would be my choice.
