It works (or is supposed to) because the wind is 'buffeted' inside this tunnel, so preventing more wind (+ snow, rain, small furry things etc.) to enter as it's already filled with a pocket of air .
A early form of nitrous oxide cartridges :lol:

I get it now - makes sense, and no doubt very practical.
It's not a good look though.. :lol:
