I don't think I've seen one mounted like that in real life and would guess that it is a bit of artistic liberty. Maybe someone here can prove me wrong?

The handlebar tube I seem to remember has two slots in it and there are two small brass pieces which run in these two slots. These two small pieces become further apart as the throttle is opened. With that gear change assembly and the returning oil engine it has to be 1929.
